Are You Eligible for EEOICPA Medical Benefits?
If you or a loved one worked at a Department of Energy facility, you may qualify for free home health care, medications, medical equipment, and more through the EEOICPA program.
What Is the EEOICPA Program?
The Energy Employees Occupational Illness Compensation Program Act (EEOICPA) was enacted by Congress in 2000 to compensate workers who became ill due to their involvement in the nation's nuclear weapons production programs.
Many of these workers were exposed to radiation, beryllium, silica, and other toxic substances while working at Department of Energy (DOE) facilities across the country, including the Oak Ridge plants that played a central role in the Manhattan Project and decades of nuclear work that followed.
The program provides medical benefits, lump-sum compensation, and free home health care to eligible workers and their survivors. If you have a "white card," you already have access to these benefits. If you don't, you may still be eligible.
Who Is Eligible?
You may be eligible for EEOICPA benefits if you meet any of the following criteria.
Part B Eligibility
Current or former employees of the Department of Energy, its predecessor agencies, and certain contractors or subcontractors who were diagnosed with:
- Radiogenic cancer (linked to radiation exposure)
- Chronic beryllium disease
- Beryllium sensitivity
- Chronic silicosis
Compensation: Up to $150,000 lump sum plus ongoing medical benefits.
Part E Eligibility
DOE contractor and subcontractor employees who developed an illness causally linked to toxic substance exposure at a DOE facility. This covers a broader range of conditions beyond Part B, including:
- Any illness linked to toxic exposure at a covered facility
- Conditions related to radiation, chemicals, solvents, or metals
Compensation: Up to $250,000 lump sum plus impairment and wage-loss benefits.
Workers must have been employed at a covered DOE facility and have a diagnosed illness related to their workplace exposure. Survivors of deceased workers may also qualify.
Oak Ridge DOE Facilities
Workers at the following Oak Ridge facilities may be eligible for EEOICPA benefits.
K-25
Oak Ridge Gaseous Diffusion Plant. Operated from 1943 to 1987 for uranium enrichment. Workers were exposed to uranium, fluorine compounds, and other hazardous materials.
X-10
Oak Ridge National Laboratory. The nation's first nuclear reactor site and ongoing research facility. Workers were exposed to radiation and a wide range of chemical and biological hazards.
Y-12
Y-12 National Security Complex. A key nuclear weapons production and materials processing facility. Workers were exposed to radiation, mercury, lithium, and other toxic substances.

What Does the White Card Cover?
Once approved, your EEOICPA white card provides comprehensive medical coverage for your covered condition and related needs. There are no co-pays, no deductibles, and no out-of-pocket costs for covered services.
The white card covers:
- Home health nursing - skilled and non-skilled care, up to 24/7
- Prescription medications
- Doctor visits and hospital care
- Medical equipment - walkers, wheelchairs, hospital beds, CPAP machines
- Oxygen and respiratory supplies
- Transportation - mileage to and from medical appointments
- Medical supplies - sanitizing wipes, wound care supplies, and more
- Chiropractic and psychiatric services
- Hospice and extended care
- Home and vehicle modifications when medically necessary
